Minor background positioning tweak

Move tips at the bottom, and give them a nice translucent background

Loading screen tip messages (most taken from server/help.cfg) and a few tiny tweaks

Drop shadows and blur effect for the characters

Make the loading screens 1024 x 2048, so they can cover the whole screen properly on wide screens. Set scale limit back to 2.

Change loading screen size limit back to 1, it's better that way now

func_breakable: also support respawntimejitter; fix respawn issue when the timer is not cancelled when a trigger restores the breakable

Disable the old engine implementation of cl_deathfade as the HUD now already takes care of it.

Remove my own "mod" config. It isn't needed anymore, as I don't plan on creating or maintaining a mod anymore.

Use v_forward instead of view_forward

view_forward isn't updated in the code by the time the chasecam code is called, so instead use the real source for it and it is updated at the proper time. Note: Should the order of the code be changed instead? I think this should be fine though.

Use MOVE_WORLDONLY for the trace for chase_eventcam -- This way it isn't accidentally broken by gibs or close entities.
