curl: use much less conservative performance defaults

Matches defaults used in Xonotic >= 0.8.2

Dedicated server throughput is still limited by ticrate to avoid a
reduction in frame pacing precision, see 025fbac31da7f654e296e20b3037b5ce88074f8b
