Adding FreeType2 and UTF-8 Support.
UTF-8 is disabled by default, FreeType is enabled.
new cvars: utf8_enable (0)
           r_font_disable_freetype (1)
   r_font_use_alpha_textures (0, not really finished yet)
   r_font_size_snapping (1 - 0 looks bad when vid_conwidth/height and vid_width/height are too different)
